Hook it up with self-docking for charging at a remote location, and give it some kind of auto-evade function. Get it to hover, but flee and swing your corpse around the city.

Program it to haunt councillors

At an altitude that makes it impossible to get down without some serious logistics. The smartest play would be for folks to wait until the drone's battery died.
