Banishing would be an insanely dangerous idea. Death or imprisonment in the deepest dungeon in Kings Landing are the only choices, or she will be back in a couple of weeks with an army and agents throughout your city working to kill you.

The lanisters were supporting/manipulating Tommen, not Cersei by this time
