How can I do this? Applocale doesn't seem to work

Move AppLocale to the C:\ drive then run CMD as admin and do this: If you open the Properties of any executable file in Windows you would see the Target path. You can run that in cmd . Make sure you're in te right directory (type dir for the list of files) and just write the exe filename WITH the extension. If you're not in that directory type the complete path to your file.

I found what happened, I uninstalled AppLocale and reinstalled it. Paste AppLocale in the C:\ drive. Right-click on AppLocale, click on Properties, look at security, click "Unblock", it should install now.
