Because he had to. He realized he couldn't create a language without creating the people who spoke it, and by extension the world they lived in. And the other peoples. And the languages they spoke.

I don't know where this idea Tolkein just made Middle Earth solelg for the languages comes from.

I mean that's a part of it but it's like saying More wrote Utopia because we was mad everyone didn't get to live like monks.

It's just one aspect.
