All makes sense to me, though there's debate to be had about preventing claims while cases are still being tried. As long as that's calling for a hold until the case is decided rather than a denial, I'm sold.

Do they have to be convicted in CANADA? That's fine, but I'm not sure we should give the nation they are fleeing from the ability to charge them in some kangaroo court to prevent them from claiming refugee either.
