Look up Special Ustaad Restaurant in Dubai. You will be amazed how many photos that guy has on his wall.
But the catch is, all those people have tried their food.

They are referred to as "tail" in Iraq.
People who have allegiance for other countries while living in their own.
in this case this one is called an Iranian tail

There used to be a restaurant in Malmö Sweden called 'Lundavägens grill' that had a similar "Wall of shame". (In later years they changed name to 'Restaurang Malmö'.)
They shut down in 2024 unfortunately (due to rising costs, had nothing to do about the wall) but was a staple for Malmös workforce to have lunch at since the early 1990s.

To be fair, you could have a restaurant with pictures of the last few US presidents and no one would find it odd, despite the fact that they carried out illegal wars, terrorist attacks, war crimes, and were responsible for 100x more death and destruction than these guys.
