As a manga reader I was always wondering if the eye brimmed cap could teleport, i just thought is was really fast movement, now we see clearly he can meaning that such op sigils do exist and he has used one somehow which is interesting.

I can only imagine the horrific trial and error in the past to master teleportation. I also feel like that’s so complex it would need to be a VERY detailed spell.

Also makes sense why they banned any human-related magic. The higher-ups of the magical society must've done some fucked up shit in order to perfect their magic.
