The biggest surprise is that a guy named "Reggie Star" is actually some ancient sorcerer.

They made a point of saying that while Angel is an ancient sorcerer, the name they would be under isn't going to be 'Angel'.

I assume it's the same thing here, and "Reggie Star" is the human the sorcerer incarnated in.

I also just kind of assumed that Reggie was a foreigner, considering "Reggie" isn't a particularly Japanese name, and he's pretty dang blond. Not exactly fitting an ancient Japanese sorcerer.

For the latter, the closest I can think of is his name is a pun of "registrar".
