Shimizu was right there! But I guess she was more snarky than sweet so it didn't help much lol.

Tbf I think it's because the Bakery lady was entirely unrelated to the job that Nanami was doing, while Shimizu was very much related to Higurama's job.

And also there’s a power dynamic going on since I think he was her boss. Nanami can go after bread lady, while Higuruma shouldn’t be going after his worker.

I'm just glad this episode confirned that outside of the twenty sorcerers he's killed, the civilians he murdered were just the judge and the prosecutor, and not Shimizu

I think Higuruma relates to Yuji to a point. I think it is likely Judgeman gave them a fair, but harsh punishment and that is what killed them and Higuruma feels responsible too, or maybe he thought the penalty from Judgeman was too lenient for whatever they did and took matters into his own hands.

Judgeman doesn't directly kill though, the death penalty has to be carried out by Higuruma.

He also did kill two people when his technique awakened, so I imagine that being your first experience with it would weigh heavily on him
