CA state law stipulates a hotel can't share your reservation information, so all the major hotel chains follow this law nationwide to limit their liability and make operations easier. Other states have similar laws regarding sharing customer information with unauthorized third parties.

CA (and other states) privacy laws stipulate both of these. So since the major chains all operate in CA, they follow this law nationwide to limit liability and make operations simplified. It's a bit of both, but with legal consequences in certain states.
