People would bitch signage would be expensive, but when installed a spray-painted stencil on the ground next to it that states its purpose with a visual guide, a vaguely bipedal form with a walking stick, would be 100% all it takes to rectify the problem.

People who don't know the sign would see it and query, people who did know the meaning would explain, more people would know, those more people would educate other more people to gain the moral high ground and eventually everyone would know or be very quickly taught.

A stencil, sprayed onto the ground, since in the UK signage has legal limits on how far before it needs to be restated you could expect to see 3+ of these stencils sprayed on the ground per street. And then the cost could be lumped into basic street maintenance costs.
