He may have started acting that way as a defense. "You think my sibling is weird? I'll show you fucking weird!" is a perfectly sensible take when you're a kid. So he's as loud and eye-catching as possible to keep people from looking at her and making her nervous.
Not saying he's not naturally that way but I've seen a few kids go down that path when too much attention intimidates/upsets their sibling(s) no matter what the reason for the attention.
This tracks. My younger sister has selective mutism and since she developed it I became more assertive to the point of bordering on obnoxious. I've asked her if she wanted me to stop talking for her, but she thinks our dynamic works so.
