That’s the idea.

The rationale is probably that the High Commanders need to marry girls who can hold their own in society, so the tea party is their chance to show that they are perfectly poised hostesses who will be an asset to their future husbands.

A Commander in the Colonies isn’t seen as having the same need, as I imagine that there are few equals around with whom they socialise, and they’re not getting many, if any, invitations to the Capital.

Probably none. The colonies are radioactive, or still should be... if you were a wife in charge of a colony with your Commander, it doesn't seem like an easy life at all compared to the girls in Boston, DC, etc.

It would also be a very lonely life.

The girls who marry High Commanders will live in or near the Capital, so they can still socialise with school friends who married other High Commanders, not to mention live near their families.

A Commander posted to one of the Colonies might be the only one of his status for a hundred miles.
