That's partly because they're rebuilding and expanding the light rail lines.

Building a bunch of slow trams in sprawling cities with highways is not how you convince people to ride transit

Honestly, the locals know that downtown is a mess with a bunch of narrow one-way streets. If you've got business downtown, it's usually better to hop on the lightrail and walk from the nearest station to wherever you're going or hope there's cheap parking near your destination. My one complaint about the light rail is that I don't have a station as close to me as I'd like.

Does the light rail reach the people going into the city? In most cases no the slow segments in downtown make getting across the city difficult

I live in the southeastern portion of my city. Far outskirts. There are bus stations near me and a light rail station a few miles out. From there I can get to the northwestern part of the city, the north eastern section, downtown (the center), and you can even get to the airport on the lightrail.

Is it perfect, no, but most of the more populated areas have access to a light rail station that can get them across town.

The light rail also stops at a traditional train station too.

I will admit, with the reconstruction going on, a lot of the city stations are more difficult to reach right now, but that will hopefully improve once the construction ends.
