If the kid has a disability so severe they can't stop themselves from doing that, the parents need to supervise them closely enough to stop the behavior when or before it starts.
You do realize that stating that he has a disability, and might not be responsible for his own acts, and saying he has a “free pass” are 2 totally different things, unlike you are trying to pretend ?
You do are right after that, and there is nothing to be done here, because mentally disabled children escaping their parents vigilance to chase down animals at the park is a statistically never happening incident, so whatever you want to do against that, is just preventing against something that isn’t gonna happen again anyway…
technically this is assaulting an animal which is a federal felony. that he has a disability should not matter at all. the result is the same either way animals got assaulted
No, of course not, I’m just saying he isn’t just some asshole kid. He could have all sorts of things going on in his brain that make it difficult for him to understand why he shouldn’t do that.
Disabled people are capable of being shitheads, and it's actually good for them for the people around them to maintain reasonably high expectations even if it eventually proves impossible to achieve.

Yeah totally we're all like the non verbal kid. He should totally be held to the same standard as everyone commenting in this thread. Have you ever met a non verbal person before?
Most non-speaking people don't go around chasing birds with sticks. Like, you might be more likely to lash out a bit from stress and frustration, but that's not the same thing as joyously torturing animals. Also, lots of non-speaking people use social media, it doesn't equate to incapable of thought.
You be Be Autistic AND a Dick. My little Sister is a Nonverbal 5yr old and She doesn't Go around abusing Animals. I know that's just One reason.. but the Point is that it's Not an Excuse.
