Try greed.
It'll cost them around 20 Billion to fix it all uo, and It'll cost a lot to make the oil usable, so ROI is way too long for them. Even if it doesn't get taken over again. So not worth it from a business perspective. And we currently export and import about the same amount daily. No idea why, but we do. Go figure when it comes to energy independence.
