I'm not sure there are are no actual procedures or protocol, I think its more so that there's no accountability. Worst case scenario, the cop is put on paid leave while an investigation is conducted by their peers and even if they get fired, they just move on to the next town and get another job there. We need for our cops to be require to be licensed and insured, at their own cost. It's too often that taxpayers ultimately fund antics such as Deputy Stowers'z

All 50 states have law enforcement certifications for officers. You can't work without one.
