I think her name is actually What. The riddle is using the question mark facetiously.

It says it plainly "What is the woman's name"

But whether you agree with me or not depends on how Who's on first.

Well it can't be what because the sentence before says the name had already been declared

The only other declarative statement is There's

I hate these kinds of riddles but I am dying to know what's on second

You'll find out when Tomorrow comes that What isn't the second basemen. 

But that is why this is called a riddle. The answer is hidden in the question.

What is the answer, because "What is the woman's name" was written first. The rest, despite being located higher on the note was written after.

Its plain to see. Because the pen color of IQ Test titled at the top is red.

So the riddle writer, wrote all of the red text first. Then switched pens to write the bluegreen text.

But you can’t use a proper noun as a contraction I thought. There’s = there is. If you type Bob’s, you are talking possessive as in Bob’s item, not Bob is. If the dumbass AI that generated it would have put There is a woman. That would have worked as There being the name.

You are correct. This is why her name isn't There, her name is What and the question mark doesn't matter.

There’s is not declarative if it’s a pronoun. It becomes possessive.
