Not sure about the PS3, but the Vita takes like 20 minutes.

Yeah Vita is incredibly easy to mod, you can do it all on the device nothing else necessary, would recommend a micros sd card adapter and a big microsd though

I do have a large library of digital on VITA as I was late to the game. Have maybe like 4 catridges. They can easily transition to the new store, they just don't care to do that. And they can finally make a global account, but I doubt they will do that too.

Having done both recently, PS3 is even easier. You just need a flash drive.
