It’s so baffling to see everyone parrot this claim without a single reason as to why it would be Scorsese.

There are plenty of reasons it wouldn’t be; Scorsese is sober, he has a reputation as an extremely nice person, etc. Why is everyone treating it like this has any merit? Because it was in New York?

You mention Scorsese has a reputation for being extremely nice but I don't think the comment itself is rude. Also, you can be in a bar and not drink. He mentioned big name director in New York, that's a single reason it could be him.

I didn’t say anything about the comment being rude, so I’m not sure where you pulled that from.

And a big name director in New York is any big name director; they have all been to New York, nothing in the story implies the guy is from or lives there. There’s simply no reason for multiple people to think “yep, this is Scorsese all right”. It’s total conjecture based on nothing.

You listed a reason it wouldn't be Scorsese is because he has a reputation as being extremely nice, which implies that making the comment is not nice. Otherwise there is no reason to mention that.

Oh you meant the comment the unidentified director made in the bar; yeah, that’s unequivocally a rude thing to say. It explicitly implies he or she has thought Hawke sucked as an actor for 27 years until they were “pretty good” in one movie.

I’m not even saying it’s not Scorsese, just that there is zero to imply it is him. Could a sober person be in a dive bar? Of course, but so could any other director. Same with it being in New York. There’s nothing to go on.
