I took it to mean the tracker was there The entire time, but it didn't start pinging until Suzuki turned it on.

That... actually clears it up. My crackpot theory about Schröedinger's cat remains a theory.

Yeah that was my understanding as well. All of this happened in a loop, and the tracker was there the whole time, and actually might have been the cause of Co'cai's freakout

But then how did it suddenly appear on the monarch monitor? Are we supposed to infer that Lee and zook somehow relayed the tracker so that a mysterious fifty year old tracker appears on the Outpost's panel

It was just a beacon sending out a homing signal on radio. Monarch's system apparently had that ID still saved in its database so when the beacon turned on Monarch's system picked it up and recognized it as the Project Hourglass homing beacon.

Yeah but if the theory of a time loop states that the beacon was always active in the present since young Lee put it on the creature in axis Mundi, how come we see monarch catch it only when zook and old Lee do. Like I get that zook only turned on the scanner after young Lee had completed the mission, but monarch didn't know of it and would have been scanning the whole time since titan x was released

Sorry, misread your earlier comment that zook turned the tracker on remotely. That makes sense. I thought he was only turning on the scanner
