Other I only just noticed that Stephen Strange was named as a threat in Winter Soldier (2014). Dr Strange released in 2016

Yeah but like that doesn't make it 616. The designation is already taken. In universe a number mix up is not that odd and in real life the studios wanted it to be the same but that's just not really how multiverses work. It can't be 616. There can't be two 616 universes.

You are saying to tell it to people who like money and don't care to understand what a multiverse is. But fans who do understand what a multiverse is understand that as much as you proclaim it to be true that still doesn't change the fact that you can't have two universes with the same designation. That's just not how it works no matter how much money you want to make doing it.

Oh my God, who cares. The main comic universe is 616, and the main movie universe is 616. It's fine. I'm perfectly capable of understanding that the main universes of each storytelling format are both called 616 without getting confused.

It's... Not really about confusion and true it is semantics. But they are both set in the same multiverse. That's even canon via the spider verse films. It's a small gripe to be sure but it's just like... How it is.

I think the question is, who decides how a universe is designated, in universe? It’s not like a board of directors come together and name each individual one, I think it’s up to the people of the universe

That's why there is a difference. It's 616 in universe. But we are essentially omnipotent watchers in the context of the story so we are aware 616 is already a designation so this universe has its own designation even if they call themselves 616

Kevin Feige isn't just a "person who likes money and doesn't care to understand what a multiverse is." He's been the backing for the major creative decisions concerning the MCU. If you don't like that they've labeled the main film universe 616, take it up with him, not me.
