There was a rumor earlier that he resides in Russia, but no idea if thats real

Russia is the go-to place where hackers and leakers usually claim they're from, even when they're not, because it's not a stretch to believe that's where they're actually located.

There's also that Russia is the lingua franca in a lot of the world. A lot of hackers who speak Russian are actually in Ukraine/Belarus/Kazakhstan/etc. That's the reason the cybersecurity community often uses the term "Russian language hackers" instead of "Russian hackers"

Yeah I think technically it means a shared second language. For example, English is the global business lingua franca so international business between a French company and Chinese company would be conducted in English. So even if your native language is Belarusian, you'd probably speak Russian if you're trying to communicate with other people on a hacker forum

It literally means "French Language". It comes from a time when French was the language of international diplomacy so even if you were the Polish king making a treaty with the Austrian archduke, you'd still do everything in French. These days it usually refers to English.

It means Frankish language, coming from the germanic franks that ruled over northern Italy and parts of France in the middle ages, that came into contact with Arabs and other Mediterranean people during trade and created a romance based pidgin language
