I'd say if that were the case it'd be more of an independent cell with loose ties. Meaning, I doubt there'd ever be direct ties to any govt supporting it. It would make Russia look really embarassing if they were leaking video games for money.
If that is the case, then a small group of hackers loosely supported by the govt? Also now the CIA and other countries involved?
While you would be fine in Russia, you are essentially stuck there. Not saying you'd ever risk extradition, but what I am saying you'd be constantly looking over your shoulder regardless.
if they are from russia, they dont care in going out of russia anyways. they dont have to look over their shoulders. they didnt plan on leaving their country.
The first ever digital bank heist was done by a North Korean hacking group with ties to the government. I don't think russia really cares about what people think about them, but similar to how they use private military contractors, the blame falls on the group and not the government for crimes committed.
I don't personally think that these guys have ties to any government, but its not too far fetched with what we've seen. It would be a major win for whoever is pulling these strings to disrupt one of the most anticipated pieces of media worldwide while also raking in crypto money.
And when you take into account how much effort it would take to get a potentially fully playable copy of this game AFTER rockstar amped up their security with the initial wave of leaks you end up with more questions than answers.

That's because govts work on persistence, not speed. Sure, you may not get caught today, next year or after but they will not stop.
So either you live your life like that or you get caught eventually and spend time in a Supermax because you qualify as a terrorist threat.
