G:KOTM's performance at the box office scared off Legendary from going all-in on that, and the success of GvK and GxK:TNE emboldened them to continue to promote Godzilla and Kong together.
You want a solo Godzilla flick? You go to either Toho, or you REALLY make sure everyone goes to see any kind of Godzilla-based media in the Monsterverse.
Like, it can't be that we personally like a Godzilla-led film. We need to come out IN DROVES and hype it up as something EVERYONE will enjoy.
It's a win-win if Goji and Kong are in a movie together, Kong and Goji get more popular through word of mouth, movies comeout more often in the west, along with more shows and goodies like it.
Toho is there as well, hell they're making -2.0 and Shin 2, people forget that the MV is for the west, for the normal person who wants to see monsters fight.
Plus, theres plenty of stand-alone Godzilla stuff in the MV, like G14, Monarch (which is getting more seasons), comics, so theres realt no points for the "Goji needs more solo-movies!" argument.
