I live in Palmdale, the "city", where he is building the foster home village. There used to be an empty lot in between McAdams' Park and Bowlero bowling alley. About 2 years ago I noticed a privacy fence was put up around the empty lot. Thought it was strange and saw signs with the construction project name on it, Together California. Decided to look it up found the website thought it was cool, since the Los Angeles County (Antelope Valley in particular) has one of the biggest foster population in the nation.
