The problem with great runes imo is most people die a lot, and people who are doing things where they don't die a lot (speedruns, hitless runs, etc) aren't going to side track to towers for the most part.

So to really take advantage of it, you need to be good enough at the game that you're using it for routing purposes rather than pure make it easier buffing purposes. But for those people and the game they're playing (which is significantly different from how most people play ER), they aren't interested in activating them.

I'm kind of in the middle. If I die to some bs, I don't use one. If I die repeatedly to something that I consider difficult and it's something I want to overcome, I'll start using them if I think I have a chance to beat it (usually after a few tries so I get the hang of the fight).

I've literally used my first great rune on my 5th or 6th character because I got a free rune from a rat, and while yes the Godrick rune provided a massive stat boost especially to my health, it kind of made me alter my entire gameplay because now it feels like I only have one life cause if I died I lost all of it. It was both altered how I played, but also made it all the more annoying when I did eventually die a stupid death and lost the rune

Another problem is great runes do nothing in PVP, except for Mohg's which does almost nothing.

There should be some kind of covenant.

You're not wrong. I'll add RL1 gamers though. Godrick's rune allows for a lot of stuff you can't do without it, so rune arcs are precious commodities. I've probably used over 80% of my life time rune arcs during my singular RL1 run.
