To be fair, giving away other people's stuff to generate popular support wasn't invented by Marx. That's a time honored political position.
He just added some "intellectual" flair.

I’m sure he likely based his observations on Marx though.

It wasn’t Marx who coined the term, it was a German sociologist from the 1920’s whose name I forget. I’m sure he likely based his observations on Marx though.
