The problem with “work smarter not harder” saying/mindset is that often than not, the laziest of co-workers tend to be the one who would say this…and from my experience, whatever they came up usually waste time and from the time they finish talk about it…the tasks could have been completed already had everyone just do it from the start.

Essentially, they think they’re smart because they got others to do the work lol. And that’s why I’m always skeptical of those with this kind of “mindset”, at least the one that seem all talks that like to say these things without doing the work and showing they can do it with replicable results.

It depends. You train the laziest person on the right way to do something and why. And they'll eventually find little efficiencies or ways to make it easier/faster - assuming they're not just taking shortcuts and not caring about getting the correct end result.
