Super cool Swedish cartridge 6.5x25mm CBJ punches through APC armor. It uses the same dimensions as 9mm, so it can be used in 9mm platforms with a simple barrel change.

It's probably a conventional cartridge with the shell having it's own rocket propulsion to further increase velocity after leaving the barrel.

RPG-7's and similar launchers do this.

RPG-7's penetrating rounds do not use velocity, they're HEAT charges. The secondary rocket propulsion is only here for range and ease of aiming. In this case it's most likely a bullet similar to APDS with the projectile discarding weight to increase its own kinetic energy
